The cast is impeccable - Rex Harrison, Constance Cummings, Kay Hammond and of course Margaret Rutherford's trumpeting medium. One enhancement was the movie's haunting waltz theme by Richard Addinsell. Not bad though, he conceded, as well he should. In his autobiography, Coward wryly says it was made with sneaky briskness when he was out of the country. (Thursday at 10 P.M.) The movie expands the stage play nicely, under David Lean's direction. 'Blithe Spirit' Channel 13 believes in repeating their best, hence a treat of past weeks - Noel Coward's ''Blithe Spirit'' (1945), a spring bower with occult flavoring. And the fascinating ''Lifeboat'' floats in Saturday at 11 A.M. ''The 39 Steps'' returns Monday at 8 P.M. Monday: ''Saboteur'' (dig that opening shed door and coiling smoke, and the great Statue of Liberty cliffhanger) Tuesday: ''Suspicion'' (that glass of milk has a real light in it) Wednesday: ''Shadow of a Doubt'' (Hitchcock's favorite, and ours) Thursday: ''Strangers on a Train'' (better each time) Friday: ''Psycho'' (an April shower you won't forget). There's a catch: office workers will have to race home each day by 4 P.M. Hitchcock Harvest Seven of those grand vintage Alfred Hitchcock thrillers are due this week. Mark Rydell's direction conveys a zestful spirit, as do the film's turn-of-the-century look and picaresque minor characters. But the three pals - Steve McQueen as the rogue (reiver) driver, Mitch Vogel as an easygoing boy and Rupert Crosse as a cool, wise black - are appealing. 'The Reivers' This is a happy, sunshiny caper (1969), with tart seasoning for William Faulkner's original bite, as three chums pile in a flivver and head north to Memphis from Mississippi on a carefree spree. Nonetheless, some welcome spring fare is on hand. And then perhaps station schedulers will wake up. Who cares? Possibly the great majority of New Yorkers who sleep at night and work by day will care. Regrettably, three of the week's best films on television - ''Freud,'' ''Lonely Are the Brave'' and ''Apartment for Peggy'' - have been slotted after 2 A.M.
